That is right, it is only possible with Gen V Breeding Mechanics. To get Ice Beam onto Greninja, you can breed a Male Seel/Dewgong/Remoraid/Octillery with a Female Froakie/Frogadier/Greninja.

EDIT: Forgot to say Gen VI Breeding Mechanics were introduced in Episode 13 so a episode like 12 would Gen V Breeding Mechanics.
Other than the leveling issue, you have some mons that can do well in this gym.
I would recommend picking up Noctowl, Teddiursa,Emolga, Electrike, Pachirisu, Helioptile, and Trapinch (if you're willing to pick it up). Other than that, remember the Corrosive Mist Field can be terminated with moves like Gust, Whirlwind, etc.
That should be it for the event, so you now are a proud owner of a Vulpix :]
You can just continue on with the story, catch other event mons, or explore.
I feel as if I never got Waterfall until the actual ending of the Episode, as I didn't give the ring to Blake but didn't even see Aster throughout the whole episode.
If you want, you can teach Rain Dance onto Gardevoir and try to see if it can set up the Rain quick enough. Otherwise, try to pick up Bronzong or Lumineon to set it up.
Once you have the rain set up, Swampert should be able to EQ all day until the second Ninetales comes up, where you just repeat the process of setting it up.
Are you sure that Typloshion used Energy Ball and not Solarbeam?
If it did use Energy Ball, then oh well. Stuff like this has happened before, like Calm Mind Starmie and Stone Edge Excadrill recently. Next time, point this out in the Bug Reporting section.

I do like that you're trying to use Walrein w/ Blizzard to get rid of the field, something different for once. However, you would have to set up Rain in order to get in safely.
Anyways, remove Leafeon for now and replace it with any mon that can learn Rain Dance naturally, like Bronzong and Lumineon (preferabbly Bronzong w/ Heatproof). Once you get the rain set up, you should be able to beat Charlotte.

Lefties used to be available through Wild Munchlax, but that was removed. The only possible way to get it currently is through a Pickup Team. Pickup Table has the current Pickup Table.
Otherwise, you'll have to wait like Jeri said.
