Make sure you only have the Blue Moon Ice Cream in your Bag. You can deposit the other candy and ice cream into the PC under your Trainer's name. Once you do that, you should be able to give the Ice Cream in exchange for one of the stones.

To have it spawn, I believe you need it to be at night (not quite sure if it was a clear night or windy night).

Personally Gyarados has a reputation around Reborn for being such a monster that it can "sweep" through most of important battles, which is true. The only thing lacking about it is its movepool, but it got a somewhat buff with the addition of Crunch from ORAS. Carrascosta has access to Shell Smash, which is one of the best set-up moves in the entire game and Curse. However, its abysmal speed stat and somewhat shallow movepool also holds it back. So, I would say go with the one and only Gyarados.
