This new episode confirms that Alan's rigged mega ring did in fact make his Charizard unnaturally strong, effectively meaning he cheated. That was the writer's chance to redeem themselves by having him rematch Ash out of fairness, but of course they don't.
I think that was more so talking about him being the one that captured Z2 and collected all of the mega evolution energy rather than his mega ring being actually rigged.
