You could say that they had to set it up due to the dangerous situation occurring in Jasper and Beryl. Route 2 gates could definitely solve the lag. You could also say that the area is shut off in search of a man flying past the circus and into Route 2.

Make sure you have some Pokesnax as sometimes event pokemon won't appear unless you have some. When entering the Obsidia Ward from the Opal Ward, there should be an alleyway on the bottom area near the entrance. Once in there, Zigzagoon will be all the way in the back of the alley. Ralts also requires you to have pokesnax so that's why it won't go with you. You can find them by buying some from vendors. The closest one in Peridot is in the very top right corner of the area near the entrance to the Jasper Ward. For levels wise, the best place would be in the Rhodochrine Jungle considering they are the highest level wild encounter's you'll have at the moment.

That's only Radomus wearing a different hat. Ame wouldn't make us fight someone who was the champion before the official Champion battle. Plus ZEL only has the three personalities and I'm not quite sure how having personalities of every leader would make them champion.

You can't make event pokemon reappear. Once it's gone it's gone.

The only one I've ev trained was Aron in the Rhodochrine jungle at night because it's only made up of atk, hp, and defense yielders.
