If you talk about "official" games yes but there are several ROM's that let you be the evil guy (some are pretty funny)

The breeding mechanics are B/W, Everstone and Destiny Knot are not yet available (as all the Power items) so if you want pokemon with perfect IV you need many (maaaany) hours to do so. You can obtain only 1 ditto yes the Daycare is in the Obsidia Ward. ninjed

Well i lost to Aya many (many) times, i got past her only thanks to Gyarados (with Dragon Dance) and Gardevoir (with Psychic and Calm Mind) wich wasn't a Fairy at the time, maybe try some new Pokemon (steel for example is a good type against poison).

pretty much whatever ghost type cuz in the real world that (almost certainly) would mean (a horrible) death, of the non ghost Pokemon i think Gyarados for the same motive. -

Yeah i think you need a Thunderstorm for Electrike to appear, sorry my bad (i caught him long ago so my memory is a little unreliable), you can also get a Shinx at the Arcade (for 4000 coins).

it's an event Pokemon so he appears (running around the antennae) only when it's raining

there are some of them prior that fight, the most useful i think is Electrike, you can find him near the first gym when it's raining.

He gives you a level 100 Salamence (IV and EV trained) if you bring him 100 shards (of each color) or maybe not....ok i really don't think he gives you something but maybe he will in future episodes.
