You need to put a grass type on there because you have a major weakness to water and I see Shiftry won't be able to cover it or set up if he gets KO'd and if you use a grass type defensive with Chlorophyll then you'll stand against water types a lot stronger.

Ok, I can see where you are going with it now, I just haven't ever seen a set like yours spread out as much. It is overall a nice build though, Although me personally would probably go for bulk.

The only thing I think you should condier doing is putting more EVs into your Rotoms defense, Unless he is a attacking based Rotom. Most I have seen use a lot of bulk and not many speed ones.
