I think Band or Life Orb would fare better then Expert Belt. Empoeleon's speed needs to be guaranteed, Focus sash would do. I find most of your pokemon needs setting up to do decent damage, why not try Pokemon with natural POW, like Nidoking or Darmaitian. I feel your only problems are items and Hazards. Nice RMT though.
