Mewtwo not Leveling up

I always wanted Mewtwo so to catch it in Glitch World I used two passwords-

snagmachine/yoink/monosteal- to steal trainer’s pokemon

percentlevel/levelpercent- to reduce mewtwo’s level to 1 (to easily catch it)

So that I can easily catch it but after catching I tried to give it exp candies to level up but the candies aren’t affecting and it’s not going past level 1 at all

So can anyone help me ?

Have you tried to deactivate the percentlevel password? Maybe the game considers it still an opponents mon
