End of 13.5 Paragon (Potential Spoilers)

So at the end of 13.5, we find out supposedly that we cannot win no matter what we do, then Crescent says no, you have the Interceptor's Will (or whatever). She then proceeds to talk to both Melia and MC to say she made it up to boost morale and things of the like. My confusion lies in the fact she pretty much repeated what File #005 says, does anyone have any thoughts on this?

she made it up on the spot but just so happened to be right lol it makes sense that someone outside fate would influence everyone around them to be on a path at least a little different from the fated one
