TM 98 Power-Up Punch Teachable

Question

So I wanted to teach said TM to a Sceptile but I can't, is this simply overlooked or is this just not going to be possible in Reborn?

Note: it can learn rock smash and both of these TMs are transfer moves according to gen 7's movelist.

I think the reason they're asking is that Power-Up Punch was a TM in gen 6 and Sceptile could learn it but it was replaced with Waterfall in gen 7, and since in Reborn Waterfall is a TMX they brought back Power-Up Punch as TM98. So if Sceptile can't learn it by TM here then that doesn't make much sense (I haven't actually checked it myself).

You are correct, I have also found a similar question/report in bug reports (after I posted this) about the same TM which at the time couldn't be taught to a Swampert and had been fixed afterwards.

In short: same issue different pokemon.
