You are correct, I have also found a similar question/report in bug reports (after I posted this) about the same TM which at the time couldn't be taught to a Swampert and had been fixed afterwards. In short: same issue different pokemon.

So I wanted to teach said TM to a Sceptile but I can't, is this simply overlooked or is this just not going to be possible in Reborn? Note: it can learn rock smash and both of these TMs are transfer moves according to gen 7's movelist.
