[Spoilers] Service at the GDC Pokemon Hospital?

hello!

 

i read that the IV changing service has returned, but when i go to the hospital the nurse says the service is currently unavailable as the nurse in charge of it is out of town.

 

does this feature unlock later or something? :0 i'm using the latest patch (13.0.3), for reference!

As far as I know yes, it requires 12 badges

sorry for bumping this yet again, but unfortunately even after 12 badges the service is still unavailable :<

I think it only works between the events of chapter 14-15, since I only did this around Saki's Gym challenge.
