Yes. mosswater factory.

The Item Guide seems to say that there are Thunder Stones at Blacksteam Factory and on Azurine Island.

So apparently you can get a thunder stone in Mosswater Factory, but since Juvia blew the whole place to hell, I have to find 4 more stickers to get to floor 9 of the Department Store...

I suppose Dark Champion was referring to Blacksteam Factory, the place you explore with Amaria to defeat PULSE-Muk. There is indeed a Thunder Stone that is laying at the floor where you and Amaria get ambushed by Meteor grunts. Just check every room of this floor and you’ll find your evolution stone!

Evolution stones are also possible rewards when you mine, I remember getting moon or ice stones like that for sure, Maybe someone can confirm Thunder stones are available that way as well?

For me Noel was pretty ez, just his Porygon and Swellow gave me some troubles first time(Download SpA boost TriAttack hits surprisingly hard, plus it has pretty good coverage (had to bait a Attack boost on it) and Guts Brave Bird is also yikes) .. I just killed them then swept him with Fell Stinger(got the +3on Girafarig I think) Drapion and Guts Haryiama.. Gave Drapion a Chople Berry for the Bewear tho

OK, I finally beat him, tho not the way I expected to :/

He sent out Girafarig, so I used that time to set up a couple Quiver Dance (3 to be exact. I even put an elemental seed on her for the extra heal) anyway, he sound out Bewear which got taken out by two Draining Kiss's, then when the Clefable came out I set up the last 3 QD's.

 

It got me down to half health, but the Ingrain combined with the grass heal and +6 S.Def kept me alive long enough to Crit with DK.

In short, I got lucky -3-
