team aqua job application

I cannot find Archer at the 7th street he is NOT at the north-eastern part. I Have completed the team aqua side quest and fough ms Craudburry afterwards and obtained the tm for rain dance. At 7th street all the team aqua members are there but i cannot find archer. What is even more wierd is that i can obtain the solice application even though that is for team Magma as far as i have understood. 
Also the contruction worker is not to be found at the train station (he is simply missing) and the lady at apohyll academy wont give me the job application. 

 

 

So far i have completed E18 and restored all three parts of the city project. 

I have job applications for Silph, sweet, SOLICE and the library.

 

Can anyone help me?

So have you bought Cadbury at her house and gotten both rain dance and Sunny day?

i only got rain dance not sunny day. I got rain dance after fighting ms. craudbury though

Yep try fighting Maxie in lower side room that might activate the ability to do it

I joined aqua. I found Maxie! I didn't look hard enough lol. I can finally do the sidequest oh my god. Anyway, thank you so much!
