Where is the first place I can get a metal coat?

I currently have an Onix that I want to evolve into Steelix, but I need a Metal Coat to do so. Where is the first place I can get one, and about what level would my team be? (Currently at the second gym.)

You can get one right before the battle for your 7th badge if I remember correctly. By that time, you'll most likely have a team around/over level 50.

So yeah, you'll have to wait for a bit.

I think the Metal Coat only becomes available after the 7th badge, even though the area that you get it is accessible before the gym battle. When you get the badge, the level cap goes from 55 to 60, so your Pokemon will all probably be level 55 or lower.
