Hoppip problem.

Good day everyone, I have a bit of a problem as the title suggests.

Many months ago when I started Pokemon Reborn, I kinda killed all the Hoppip in South Obsidia Ward and I thought the Hoppip will respawn like in Rejuvenation (I played Rejuvenation first before Reborn), but of course they didn't and now there is one Hoppip on a roof that is unreachable.

I don't know if there any areas with Skiplooms or Jumpluffs, considering I am stuck fighting Samson.

This has been a problem for long and if I did mess up big time, I have another question. Will the Hoppip's reset when the new episode comes or I have zero chance getting one?
