I have looked up where to go and it seems like Eren is supposed to be standing at the southern part of Route 9 before the scholar district but she is nowhere to be found. I also tried looking for resolutions myself, i went back to a older savefile before the fight with aelita and used that, did the fight all over again and got to chapter 13 but erin still wasnt there.
