Rare candies on route 3?

I reached the vendor that sold the rare candies and funnel cakes and apophyll pancakes on route 3 but she doesnt sell them anymore. Where did they go?

Pretty sure Jan removed rare candy vendors, said he wanted the rare candies to be harder to find.

There's a vendor selling some outside of Axis High University. 

As this is when you reach GDC, you won't be getting them that early in game.
