i think maybe you only have excess for the quest you can do there after so story of episode 18.

i cant get in aswell although ive done the quest alrdy.

so maybe its just for the quest you can get there

Can confirm. It´s part of a side-quest in the Ep. 18 content. You can´t enter before or after you´ve done the quest.

Yeah, you need to unlock the basement of the grand hall to start the side-quest. If you haven't done it, take my advice: pack a lot of revives. The fking cave-in field effects were a nightmare.
