If so there's a lady in the house next to the Pokemon Center who will send you on a quest back in Devon to get a password. Do that quest and you'll be able to buy the electrizer. Spoiler You can meet Simon again during the glass factory in EP 18, this should enable Simons quest. He's in a small room in the upper walkways on the south side, looking down on a table with a book and note. There's also a Meteor Cultist there with a Ledian and some other pokemon I can't remember.
