The cave to the right is part of the main story, you'll get there later.
The pokeball can be accessed by using Earthquake (Bulldoze might work too, not sure) in a wild battle while inside that room.

since you finished, after reborn is renovated, you can't go back there anymore

Is this under reborn city? If yes, its still accessable, just talk to policeman next to/under gate to route 1

No that section is unavailible (I think) becuase that part of the cave was only accessible from the small passage from inside the gate house.
