I noticed that Vulpix was available with a trade in the circus, but I can't find the clown to trade with, is that in ep 17?

Don´t really know what you mean. You don´t know what the clown wants? -> stunfisk. You can´t find stunfisk? -> there is a cave entrance near apophyll academy (just follow the beach to the north until you find it. Can´t really miss it). There you´ll find wild stunfisk.
