You can only get pikachu if you evolve pichu.

Pichu is in the garden on top of the rooftop in Onyx Ward

I may be wrong but there may be a gym requirement to find the pichu there

you can get a raichu in glitch world, if i'm not mistaken, in mewtwo's cave; then breed him and evolve pichu

Ah, I passed the game already. I think the pichu is not available anymore once the city changes.  do you have a pikachu or electross to trade me?

thanks but i decided to just evolve my pichu it has volt tackle so it comes in pretty handy
