Pokemon that shocks on touch

As you can probably imagine from the title, this is about the riddle from the clown in Agate Circus. I have been wondering which pokemon is meant with this riddle, and I was thinking of Stunfisk, but I wasn't sure.

The riddle is:

"A Pokemon that shocks on touch,

And through no ability or such old hat,

On whom Electric moves always fall flat."

 

Is my guess correct, or can someone give an additional hint if it isn't?

Where can I find him? I read somewhere that he is in Apophyll Cave, but I don't know how outdated this info is

IIRC you can find one in Azurine Island

You find him in Apophyll cave, you access in the North part of the beach.
