From what I see it probably bugged out. You did get the growlithe from the officers that you can only get if you find all of them, however for whatever reason the story plays out as if you got the route where you didn't save the officers and didn't get the friendship points with certain characters. I can't do anything to fix it, you either have to go back a few saves and the police quest and all the team meteor battles again to see if it works this time or just continue on where you currently left off.

If you interacted with them all then you should have the cut scene with the police officers and stuff. When you defeated Taka and Zel what exactly happened after? Did a cutscene play with only your character and heather or did nothing happen at all. If the cutscene plays with just you and heather then go back a savefile before the double battle and check if you actually interacted with all of them. It could be that you maybe forgot to talk to one of them (happened to me, I found one, beat the meteor grunt nearby but forgot to the officer and had to redo it) Otherwise drop your savefile here so I can check what's might've gone wrong (also a save from before)

Did you find all the police officers? If you didn't then the scene plays out differently.

When I used Phione I maxed out my Defense and Special Defense EVs. I ran Whirlpool, Grass Knot, Substitute and Scald. I'm also planning to give it Toxic once we have acess to the TM (I'll replace Scald)

I'd knock out the nidoqueen first, and if you have a pokemon that can put her toxapex to sleep I'd recommend to do that. For her drapion I honestly recommend getting a medicham (with pure power). For me it knocked it with one high jump kick. The rest of her pokemon can go down with one or two psychic type attacks. That's how I took her out anyway.

You can get staryu in valor mountain (neutral, which is neither the cold or hot place) You can try dropping your save file here and then I can see if I can open it with debug mode (can't promise you anything though.)
