So it says that there's a 50/50% chance for a panpour or pansear to appear under the bridge when its raining, but I've soft resetted a few times now and only panpour is appearing every time. I'm using the weather mod but idk why that would matter since panpour is appearing. This in in the most recent version.

So I decided to use the weather mod and he showed right up. Thanks everyone that responded to my question.

I'm trying to get pansear and I know it's under the railroad bridge when it's raining. So I changed the date when it was raining but pansear didn't appear:(.
