I was just fighting a Kecleon and it successfully used substitute on me twice? And I had to hit 2 substitutes before I could damage it. It was pretty funny actually. I was using a Swalot that was paralysed and it got "paralysed and can't move" on one of the turns the Kecleon used substitute if that helps :))
