Having 4x resistance to Bug and Fighting, it will be able to switch in safely to some Pokemon as well.

That way you can safely use Roost or Toxic.

[/quote] If you have Dragon Tail, because of Lugia's mediocre Attack stats it will not break substitutes and it will have to rely on single attack move with decreased priority. So, I'd suggest putting a move like Toxic or Will-O-Wisp to slowly kill the opponent while Whirlwinding / Dragon Tailing annoyers.
