In Gen7, Flare Blitz/DE/etc will be replaced with one move that has its type be the primary type of the initiating Pokemon. Same for Quick Attack varients.
Cobalt-um...no. Considering you can get non-normal types running double-edge. Then you have things like talon that run both (and flare blitz burns-would you want an ice double edge that freezes lol?) You also have things like victini and Volcarona that are secondary fire that get flare blitz.
