Every game has random trainers using starters, so you can complete the [seen] Pokedex for that region, as I recall.

Hoenn didn't. Unova and Kalos didn't, but you saw all of them anyway since you have more than one rival (except B2W2). Johto had some using Kanto starters but not Johto starters.
