The reason why this occurs is that a variable for the egg is set when you pick your starter from 0 to 18. However the setting of this variable was only added in Episode 15. Therefore the variable always equals 0 as it hasn't been set yet. 0 is the number that yields an Azurill so anyone who hasn't picked a starter when the variable was around is guaranteed an Azurill.

Americans don't own the world edit: Americans are opposed to spelling words with the letter u. A very large percentage of the world spells colour with a u and favourite with a u. Just because you spell it wrong differently doesn't make spelling it with a u wrong. Also even if it wasn't a misspelling it wouldn't be grammatical error... I'm not annoyed or anything- don't worry. It just bugs me when Americans go and accuse correct spellings and pronunciations as being wrong (I'm looking at you z). The rest of the world puts up with Americans spelling things differently...
