The thing is, Grass and Electric cover most of the same things offensively. Though they have almost totally different weaknesses. I think it could be a really, really good utility mon with the right defensive stats

Which is to say, they resist a lot of each other's important weaknesses, so it has fairly good defensive typing. Four weaknesses isn't the fewest, but it's not bad either. Give it passable speed, good defenses, and a shitton of utility moves and all will be well

Well being super effective against rock, ground, water and flying, the electric STAB covers some of the grass STAB's weaknesses, and vice versa. An offensive mon of this typing might work well enough IMO. Just give it a good speed and special attack, and some ability that makes it justice, and it should work.
