Honestly, you should not even need to bother with EVs because there's only so far a fan-game can go. However, if that's still not enough for you, then I'd say you should start caring about EVs when you have access to the "EV-Reducing Berries" in the Dept. Store. That way it will be easier for you to control the EVs of your pokémons.

Because if they did it, they'd be in for a bad time. Though it's probably because of notoriety. Let me remind you that Team Meteor already managed to destroy the Reborn region once, and it still seems that no one was aware that it was Team Meteor's fault. Just "earthquakes". The chain of command in Team Meteor have different interests, so I'm sure the higher ups would veto something like this. The only instance where it seems that Team Meteor is being as notorious as possible is right now at the barrier in Labradorra. And that's possibly because they're desperate after Saphira murdered a lot of people during the events at the Belrose Home/Meteor Base. Something like this would probably be feasible if Sirius was the leader though.

This should've been done already, tbh. No problem in releasing some of the weaker megas. I'd rock a Mega Audino, even though I'm pretty sure people would not use it. With that said, it might be too late for that. She already released the Pinsirnite and I doubt she wanna see STAB Flying Thrash going everywhere. But that's just me.
