Ok, so from what you say, it sounds like you've been to Radomus' place, which is fine and dandy. But did you explore the other end of Route 1 (the west end)? None of us know why Titania (the red head) was with the grunt, that's something for later on. As for Gardevoir, I'd make sure you've really explored everywhere that Route 1 has to offer.
