From what I understood, FE: Fates Special Edition won't have japanese dub, but will the normal editions have it?

Nope, Fates does not have dual audio. I suspect that it may be due to the Japanese version of Azura's song being the debut song of the artist Renka. For why this may cause trouble, read this:
