How to evolve Dusclops and Magnamite

You can evolve magneton at the abandoned power plant to get magnezone. That's what I've heard but for some reason it says you can't get him yet soooo not sure. But, that's where you should try. -

Alright, so there is this guy who does a pokemon reborn playthrough. His name is Nickaboo92 and if you watch him, it might help. Also, it will make people spend more time in places to make sure they found all of the secrets. And it makes it so other people can't help them and it's completely up to their game and not a set time/weather event.
