That save file has already started the quest apparently, the next step is to go to the labyrinth. This variable is in the state it gets set to after you talk to Karen in the inn at Sashila and she tells you to go to the bottom of the labyrinth.

Could you post your save file? I want to check to see if you have the completion flag for Hidden Library 3.

You learn the code during NG+. I would recommend saving to a separate slot there, so that you can go back to it once you've found the password in NG+ chapter 1.

The point is that it is just those two names jumbled together, they are the same person, not neccesarily because of timeline shenanigans, but because of the profile thing that kaina mentioned (assuming she was telling the truth). It was likely just supposed to be trying to display 2 names at the same time.

The thing is, we already have an explanation as to why the text there was garbled. After Deux Finalis in paragon, when Kaina and Melia are in the same room for the first time, they discuss the fact that they share the same 'profile' in Karma's system, and as a result were overlapping. As for how she knew that Melanie was Melia, that could also just be explained by the fact that she would have also shared a 'profile' with Melanie. One thing I do want to discuss however is Kaina's full name: Kaina Rhaela-Theolia. I don't quite remember which family the Rhaela's were, and knowing who her mother was would help in figuring out whether she was telling the truth about that profile bug of hers or not.

Press right on the learn menu. Relearning non-TM moves is its own section, it goes TM moves, tutor moves, learned moves, then egg moves.

That option has been moved to the options menu, and is accessible from anywhere now.

You aren't supposed to surf to advance. There are other things in the room to interact with. Try gazing at walls.

In addition to already having activated NG+, you need to take a certain password that you obtain in one of the NG+ areas back to the GDC sewers at the beginning of chapter 16 part 2. I assume it's paragon exclusive, but can't confirm that until I actually do my renegade run. Anyway, once you've loaded a save at that point (hopefully you had one at least close by) ((NG+ is a global flag, so all of your previous saves are NG+ now as well)), you enter the locked door, and just work your way through that area. After you get warped to the end of that part of the chapter, you can safely save and quit. I believe all universal flags like that need a full game restart to take effect, so just close out and re-open the game to make it recognise that you've completed that quest. Alternatively, if you don't have a save or backup anywhere near there, you can debug mode your way to getting access by setting the unidata "EizenTowerSkip" to on. You do miss out on the story of that sidequest by doing this, but at least it provides a path that doesn't require redoing the entirety of the paragon route, and videos of that sidequest are already up on youtube in case you choose to take this path.
