I see that now, sorry- at least, it's also during the day, but not at night (which was when I always played anyway) The game definitely says it's in the park though, so maybe it's just a low encounter rate -

Not entirely true- they were actually introduced in D/P but weren't available for mining initially- post game they were added to the list, in addition to all the other fossils. Ame's really the only one who knows whether they're available in Reborn yet, but as I recall, I don't think they are, aside from the ones that are hidden as items.

I'm not sure if they're mineable but there is definitely one in the game already- I suggest looking in the wasteland, because that's where all the nice things are.
