Having the same issues here, haven't opened the game in debug mode yet, but I am wondering if there might be a variable that can be edited to push the quest along, don't know what that variable would be though, might make a backup save and test some later Edit: managed to find mosely at night during chapter 12, don't know if they've moved this quest until later or not, but mosely appeared while I was doing the kimono quests
