And also when I do the night market quest it says to meet with everyone at the penthouse which I already did

So I'm at chapter 11 and have to either go to talon's house or investigate the night market but when I do one I can't find lavender in the garden nor can I find anyone in the night market. What should I do?

When I try and open up Desolation it gives me this weird message that just repeats the word "false" over and over again. What should I do? (Also, I can't get rid of it ether)
