The PULSE Tangrowth is becoming part steel type so poison doesn't effect it. Also the PULSE after Muk was Camerupt not Abra... We just didn't get to fight Camerupt. Also theres the Garbordor PULSE in he wasteland too. Also if you want to get technical the PULSE Muk likely came before the PULSE Tangrowths as the Lake had been poisoness for some time before your arrival in Reborn and the PULSE Muk was the cause.
