1. Why is Val a Lapras?
2. I feel like the red hair to my top-left is Huey or is it someone else? And who's the pink-haired girl to the extreme right?
I don't mind spoilers at all btw

Valarie being a Lapras is a gag/comedy thing. For the two NPCs you mentioned, both are regular NPC types. The red-haired one is a Sashila Village resident, and the pink-haired one is a Kristiline Town resident. Huey is at this place too though. IIRC when you're coming in Huey and Rune are running out.
