Chansey with Toxic

I am trying to get a Chansey which knows Toxic by breeding it with a male Roselia. If I understand the breeding rules correctly, the move should be inherited from Roselia since it is a TM move. However, the baby Chanseys only have their standard level 1 moves when hatching. From which game generation does Reborn use the movesets and breeding mechanics?

Reborn uses mostly Gen 7 breeding mechanics, and as far as I know that feature was removed in Gen 6.

Chansey cant get toxic via breeding dude.

Toxic isn't an egg move, you need to teach it to Chansey using a TM.
