Is there a way to catch ditto after city restoration

So basically I need the earthquake tm. In order to do that, I need a ditto for the starter egg quest but I didn’t know I had to get one before city restoration. I’ve seen there’s way to get it on victory road but is there a way I can get one before? Or am I just screwed until the elite four.

It should be one of the 7th Street purchasable Pokémon if you didn't save it in Blacksteam before restoration (though I think if you open the cage but don't bring it with you before restoration it might be gone for good)

I didn't buy the caged up mons until after restoration for the mega ring quest. There was no ditto there at that time. That sucks if I can't get one till victory road. Thanks tho
