so i beat the third gym leader and watched him through himself of a bridge but how do i get the badge? i went to the lapis ward talked to the pink haired lady and got nothing

You don't get a badge because he died, enjoy fighting the next gym leader for your 3rd badge.

ok great but do i fight team meteor in the chasm below the stairs or fight the gym first and if i fight the gym first how do i make her un-depressed enough so i can ravage her Pokemon in a ball of fiery glory. and i cant get through the chasm without rock smash

You don't need Rock Smash to progress through the stairway.
