Turtwig in agate circus

So been trying to solve the Turtwig puzzle for a few hours, can't seem to get it, anyone know how to do it and have advice or a solution?

Does it help you knowing what it has to look like?

Sadly it doesn't, it helped with every other puzzle but I'm pretty sure the tile swapping part of it is what is messing with me, also the picture looks different in the game file then it does in the puzzle itself, so I think its from an older version.

strange, I don't think mine looked different. if you're still having trouble you can post your safe file and I can do the puzzle, because it's kinda hard to do a step-by-step, even with starting position

I was trying it again earlier today, and it just clicked for me, I started it and just saw how to complete it, weird but that works, also bottom piece doesn't show up until the rest is completed.

Little late to the party, but the solution is as follows: 

1) Arrange the correct order for the top row (tiles 1, 2, 3, 4)

2) Then arrange the tiles for the first column (tiles 5, 9, and 13)

3) then finish the 2nd row (tiles 6, 7, 8)

4) same for the 3rd row (10, 11, 12)

5) finally the last row (14, 15)
