A policeman is blocking the building that the Norall Gym Leader might be in so what do I do now. I see Draga is blocking the cave that might lead t Tullborn Ciity.

If you went here just above the gym before talking to everyone at the Pokemon Research Institute, the path would've been blocked by rocks. Now you'll be able to go to Norall Mountain. 1
VinceAndSylveon Posted July 10, 2021 Posted July 10, 2021 Oh, so after talking to Crolea in Norall City, you have to head north to Norall Mountain to the peak of the mountain, where you encounter four Portal grunts and the leader of Team Portal. (ninja’d by ICSW).
