DelRad 21
Apparently I can't choose whether I'll train my Talonflame in Speed or Attack for Titania since I can't train both because I've already trained him in Sp. Attack.
Rendolf 22
At the Mosswater Market in the Peridot Ward, you can buy EV reset discs for each stat to bring them down to 0 in that stat so you can train up both Attack and Speed. You can also buy berries that lower the EVs by 10 points each on the second floor of the Obsidia Department Store as well as raising friendship.

Rendolf 22
If you're dead set on keeping special attack, then speed would be the way to go, however I would recommend against special attack since Talonflame's special movepool is awful outside of its Fire STAB and it doesn't get any special Flying moves, making Gale Wings useless.
