Where is the 6th poliwag troupe member

OK so i have found all but one poliwag in the poliwag troupe sidequest. The poliwag i am looking for is the one on route 11.

It's in the south-eastern part of the Route, just stay at the bottom when surfing from Akuwa town to the east
