This has been asked a thousand times, but I cannot find Teddiursa.

I already ran into Teddiursa 3 times and I can't find him on the fourth time. I checked the locations listed on the wikia page(https://pokemon-reborn.fandom.com/wiki/Teddiursa_Sidequest) and he's nowhere to be found. I understand there is a bug that makes him go away. Is this an example of that bug, and if so, how do I fix it?

yo so I don't know if it was a accident but to trigger it I had to beat the first gym. It says everywhere here that you can get itbefore but that's what I had to do! talking about episode 18 here
